This type of meter can look a bit confusing compared to a digital meter, but don't let the dials put you off, it's still pretty straightforward:

Write down the numbers displayed on the first five dials. If the pointer is between two numbers, write down the number that the pointer has just passed, usually the lower of the two (except if the pointer is between 9 and 0, then you'd write down 9). Ignore the last dial marked 1/10, this will usually be in red.

This electricity meter reading would be: 50732

Two rate electricity meter

Write down five numbers from left to right, ignoring any numbers in red or after a decimal point.

Do this for each row to take two readings, don't forget to record which is your "Low" or night rate, and which is your "Normal" or day rate.

This electricity meter reading would be:

Low: 60030

Normal: 83677

Then, press the button on your meter to cycle through to see your other reading, and write that down in the same way.
